Geographic context and connectivity

Relief and climate

Except for Boa Vista, Sal and Maio, the archipelago is rugged, with altitudes above a thousand metres on some islands. The Government states that on the more rugged islands annual average temperatures rarely rise above 25 degrees Celsius and never fall below 20, and that the sea temperature varies between 21 degrees in February and March and 25 degrees in September and October. 717274

Plant life

The Government's geography page counts 755 plant species, 83 of them endemic and 224 indigenous. 73

Urbanisation and age structure

According to DataReportal, based on United Nations data, 68.9% of the population lived in urban centres in late 2025, and people aged 65 and above made up 7.2%. Estimate113114

An archipelago of ten islands

The country consists of 10 islands, 9 of them inhabited, divided into the Barlavento and Sotavento groups. 4172

Society

People, society and culture

A small island society, largely urban, whose history was shaped on the routes of navigation and trade and whose people and language arose from mixing, according to the Government. The main figures rest on World Bank indicators and dated estimates.7677

People & Society

Settlement and a position on the routes

Settlement of the archipelago began on Santiago in 1462; according to the Government it was the most favourable island for settling. Thanks to its position on the routes linking Europe, Africa and Brazil, the islands served as a trading and supply post. 7576

The formation of society and language

The Government states that free Europeans and slaves from the African coast merged into a single people, the Cabo Verdean people, and that Creole emerged as the language of a largely mixed community. 77

The founding of the African Party for the Independence of Guinea and Cabo Verde

Amílcar Cabral founded the PAIGC in 1956, starting the march towards independence against colonialism, according to the Government website. 78

The 1974 agreement and the transitional government

On 19 December 1974 an agreement between the African Party for the Independence of Guinea and Cabo Verde (PAIGC) and Portugal was signed, setting up a transitional government in Cabo Verde. 79

Literacy

The adult literacy rate (ages 15 and above) was 88.5% in 2024, according to World Bank indicators. Estimate151

Reading: an island society linked abroad

The facts above show a country whose history was shaped on the routes of navigation and trade, whose people and language arose from mixing according to the Government, and which receives remittances from abroad according to World Bank indicators. The Cabo Verdean society is therefore hard to understand from within the islands alone, since its ties abroad are part of its structure. Against this stands a largely urban society with a high adult literacy rate (88.5% in 2024). This is an analytical reading, not a fact. Analysis7677113131151

Institutions and reading

Who is responsible for culture

António Augusto Sequeira Duarte was appointed in June 2026 Minister of Culture, Creative Industries, Youth and Sports, according to the Government website. 70

Reading: culture and its reach

Cabo Verde's cultural presence rests on a few documented elements: a music inscribed on a UNESCO list, a single historic site on the World Heritage List, a Creole language that emerged from a history of mixing according to the Government and an international meeting devoted to Atlantic Creoleness, and a football team that festival organisers describe as a symbol of national pride. These can be linked to tourism, media and cultural work, but the list of officially inscribed heritage is short, and what goes beyond it is still on the Tentative List. This is an analytical reading, not a fact. Analysis7783899092117

A unitary parliamentary republic going through a period of change: a new government, an interim Presidency and a presidential election approaching.24668084

The interim Presidency

In October 2026 the Presidency's press notes state that the interim President of the Republic, Janira Hopffer Almada, promulgated decrees from the Government, among them a decree-law organising the Ministry of State Reform, Local Power and Decentralisation. 8081

What explains the interim Presidency?

The news site Caboverde24 reports that José Maria Neves remains President of the Republic but that his candidacy in the presidential election temporarily suspends the exercise of his functions, which fall to the President of the National Assembly, Janira Hopffer Almada. This is a media explanation, not an official statement. The Presidency page on the Government website, which is undated, still presents Neves as President of the Republic, and the National Electoral Commission lists him among six candidates whose candidacies were definitively admitted. 11858788

The presidential election

The National Electoral Commission has set 15 November 2026 for the election of the President of the Republic, and the Constitutional Court ruled on the admissibility of candidacies by an order of 21 September 2026. The World Bank mentions a second round on 29 November if required. 268486

Legislative elections and the new government

PAICV won 37 of the 72 seats in the legislative elections of 17 May 2026, and Francisco Carvalho was appointed Prime Minister on 19 June 2026 by Presidential Decree no. 14/2026, succeeding Ulisses Correia e Silva. 242766

Reading: a year crowded with institutional milestones

Institutional milestones are packed into this year: legislative elections, a new government, a budget proposal for next year, then a presidential election. Partnership and financing decisions, including the World Bank's dialogue with the new government on the next partnership framework, therefore coincide with an interim Presidency and a parliament examining the budget. Anyone planning work in the country would do well to take this sequence into account. This is an analytical reading, not a fact. Analysis1424318084

Macroeconomy and trade

Growth in 2025

The World Bank estimates that real GDP grew by 6.3% in 2025 (5.8% per capita), driven largely by tourism activity. Estimate41

According to the World Bank, real GDP grew by 6.4% year on year in the first quarter of 2026, driven by tourism and investment. Estimate28

Income per person

GNI per capita (Atlas method) was USD 5,590 in 2025, according to World Bank indicators. Estimate139

The structure of output

Services accounted for 67.9% of GDP in 2025, industry (including construction) for 10.7%, and agriculture, forestry and fishing for 5.0%, according to World Bank indicators. Estimate135136137

The structure of employment

In 2025 services accounted for 67.7% of employment, industry for 23.1% and agriculture for 9.2%, according to a modelled ILO estimate published by the World Bank. Estimate145146147

Inflation in 2025

Annual consumer price inflation was 2.3% in 2025, according to World Bank indicators. Estimate138

Inflation in 2026

Year-on-year inflation fell to 0.4% in July 2026 from 2.7% a year earlier, which the World Bank attributes to caps on fuel prices. 30

Public finances in 2025

Cabo Verde posted in 2025 its first overall budget surplus since 2007, supported by strong tax collection and a one-off airport concession payment, according to the World Bank. 4455

The debt service burden

According to the World Bank's latest Economic Update, debt service absorbs 34.2% of revenues, and the share would rise to 46.3% if the obligations of state-owned enterprises were included. 45

State-owned enterprises and fiscal risk

The World Bank says contingent liabilities from state-owned enterprises remain material and that the national airline remains a significant source of fiscal risk. 4049

The current account

The current account recorded a surplus of 3.6% of GDP in 2025, the second in a row, supported by service exports reaching 30.5% of GDP, according to the World Bank. 46

Trade openness

Exports of goods and services were 42.0% of GDP and imports of goods and services 53.4% in 2025, according to World Bank indicators. Estimate133134

Reserves and the currency

International reserves reached a record EUR 975 million in 2025, covering 7.1 months of prospective imports, and the escudo peg remained stable and the banking system well capitalised, according to the World Bank. 4748

Remittances and foreign investment

Personal remittances received were USD 356.8 million in 2025, and net inflows of foreign direct investment were USD 153.9 million in the same year, according to the World Bank's World Development Indicators. Estimate131132

External debt

External debt stocks were 86.9% of gross national income in 2024, according to World Bank indicators. Estimate140

Reading: growth and the structure of the economy

The facts above show fast growth resting on a narrow base: tourism concentrated in two islands and drawn largely from Europe, public finances supported in part by a one-off receipt, a debt-service burden that remains substantial, and state-owned enterprises that carry contingent risks. Good performance therefore appears to depend on European demand staying strong and on continued fiscal discipline. This is an analytical reading, not a fact. Analysis40414243444555

Domestic revenue

The Secretary of State for Finance said that 78% of the 2027 budget revenues are domestic revenues collected by the tax administration. Announced15

Fuel

The Government states that Cabo Verde imports the fuel it consumes and is therefore directly exposed to fluctuations in the international market. 19

Sectors: tourism, fisheries and agriculture

Tourist arrivals

Tourist arrivals reached a record 1.25 million in 2025 and almost 380,000 in the first quarter of 2026, up 16.8% from a year earlier, according to the World Bank. 29

Concentration of tourism demand

According to the World Bank, tourism is concentrated overwhelmingly in two islands, Sal and Boa Vista, and Europe represents 93% of arrivals. 4243

The pre-pandemic baseline

In 2019, before the pandemic, international arrivals were 758,000 and international tourism receipts were USD 567 million, or 56.4% of total exports, according to World Bank indicators. Estimate141143144

The economy in 2020

International arrivals fell to 180,000 in 2020, according to World Bank indicators, which shows the sector's sensitivity to external shocks. Estimate142

Blue economy and resilient tourism

The World Bank finances the Resilient Tourism and Blue Economy Development Project with total financing of $75 million, investing in tourism and blue economy infrastructure and local value chains in target destinations. 34

Fisheries, agriculture and value chains

The World Bank says freight costs reduce profit margins for fisheries and agribusiness, and that Cabo Verde needs to broaden the base of its growth by diversifying tourism across islands and deepening domestic value chains in fisheries and agriculture. 5254

Reading: diversification hinges on links and freight

The diversification that the World Bank calls for depends on the cost of moving between islands and on who can invest outside Sal and Boa Vista. Opportunity and obstacle thus appear to sit in the same place: freight and connectivity. While freight stays costly, diversification towards fisheries, agriculture and tourism on the other islands is likely to be slower. This is an analytical reading, not a fact. Analysis34425254

Connectivity, energy and infrastructure

Inter-island connectivity

The World Bank says weak inter-island connectivity constrains private sector growth, tourism diversification and domestic value chains, and that maritime transport, the backbone of freight and passenger movement, suffers from aging fleets, opaque compensation arrangements and limited incentives to improve performance. 5051

Reforms proposed by the World Bank

The World Bank names rules-based, performance-linked contracts for air and maritime services, transparent subsidy frameworks and greater space for private operators as key reforms. 53

An announced fare measure

The Government's website quotes a minister as saying that from January 2027 a boat fare will be guaranteed at 500 escudos and an air fare at 5,000 escudos, among the measures presented with the 2027 budget proposal. The page does not state the routes or who is eligible, and the measure has not yet been carried out. Announced59

Airports

ASA, the air navigation service provider, stated on 24 July 2025 that it had stopped managing Cabo Verde's airports two years earlier. 128129

Ports

The state port company ENAPOR lists on its website its central administration in Mindelo, São Vicente, and port administrations including Porto Grande and Porto da Praia, as well as a cruise section it describes as contributing to tourism development. 126127

Roads and towns

The World Bank finances the Improving Connectivity and Urban Infrastructure Project with total financing of $80 million, for road rehabilitation across several islands and the upgrading of urban centres and waterfronts. 35

Renewable energy

The World Bank finances the Renewable Energy and Improved Utility Performance Project with total financing of $31.40 million, for investment in renewables, battery storage, rooftop solar, energy efficiency in 32 health facilities and last-mile electrification. 36

The renewable share

Renewable energy accounted for 21.8% of total final energy consumption in 2022, according to World Bank indicators. Estimate148

Review of the fuel price mechanism

In October 2026 the Government says it is working to improve the legal mechanism that stabilises fuel prices so that it takes into account the accumulated impact of successive rises, not only the changes between two updates. This is work under way whose outcome has not been announced. Announced63

Investment environment and partners

The World Bank portfolio

The Government states that the World Bank has an active portfolio of US$308.39 million in the country across nine areas, and that portfolio performance is one of the criteria used in allocating International Development Association (IDA) resources. 5657

IFC and investment guarantees

According to the World Bank, the International Finance Corporation (IFC) reached a record level of investment of approximately $120 million in fiscal year 2026 (including mobilization), while the Multilateral Investment Guarantee Agency (MIGA) has no exposure in the country and explores ways to mobilize investment through political risk insurance. 3839

The next partnership framework

The World Bank plans a new Country Partnership Framework for fiscal years 27-31, with discussion with the new government expected between October and December 2026. This is planning that has not yet been adopted. Target31

Support for small enterprises

Pró Empresa states that the Special Regime for Micro and Small Enterprises (REMPE) aims to promote the competitiveness, productivity, formalisation and development of such enterprises. 124

Areas worth studying

Area worth studying: transport between the islands

Area worth studying: sea and air transport services between the islands and the logistics linked to them. The reason is that the World Bank considers weak connectivity a constraint on growth and diversification, and a minister has announced boat and air fares whose routes are not stated. To be verified: the form of future contracts, the subsidy rules and the share left to private operators. Possible obstacles: aging fleets, opaque compensation arrangements and fiscal risks tied to the national airline. This is not a guaranteed opportunity. Area worth studying, not a ready-made opportunity4950515359

Area worth studying: renewable energy and storage

Area worth studying: renewable energy, its storage and related services. The reason is that the Government says the country imports the fuel it consumes and is exposed to international market swings, and the World Bank finances a renewable energy and storage project. To be verified: the terms of public-private partnership and the outcome of the review of the fuel price mechanism. Possible obstacles: utility performance, which the World Bank project itself targets, and the narrow public fiscal room given the debt-service burden. This is not a guaranteed opportunity. Area worth studying, not a ready-made opportunity19364563148

Area worth studying: tourism beyond the two main islands

Area worth studying: tourism outside Sal and Boa Vista and the local services linked to it. The reason is that tourism is concentrated in two islands, and the World Bank finances tourism infrastructure, roads and waterfronts on several islands. To be verified: the islands actually targeted, the implementation schedule and European market demand for them. Possible obstacles: weak air and sea links, and dependence on European demand (93% of arrivals according to the World Bank). This is not a guaranteed opportunity. Area worth studying, not a ready-made opportunity3435424354

Area worth studying: fisheries and agriculture

Area worth studying: value chains in fisheries and agriculture and the related shipping. The reason is that the World Bank sees freight costs reducing profit margins and considers deeper domestic value chains a condition for diversification. To be verified: documented output and market data and the conditions of access to funded projects. Possible obstacles: freight costs and weak links between the islands. This is not a guaranteed opportunity. Area worth studying, not a ready-made opportunity505254

With Saudi Arabia

Saudi Arabia and Cabo Verde

Relations centred on development financing for a water project and declared diplomatic positions.16119164

This section documents announced facts from their official sources, with dates and status, without assessment.

The context of the signing

In Riyadh on 9 November 2023, during the Saudi-Arab-African Economic Conference, the Saudi Fund for Development signed 14 loan agreements worth over USD 580 million for health, water, education and transport projects in 12 African countries, Cabo Verde among them. 17121

What the project aims at

The record of Decree No. 2/2024 states that the watershed project aims at food security, poverty reduction, additional jobs and better living conditions for residents of the project area, through the reclamation of irrigation water basins, the expansion of irrigated areas and soil erosion protection facilities, within a government programme to reclaim three watersheds on Santiago, Santo Antão and Boa Vista. 164165166

Reading: the project and water resources

The World Bank measures water stress as freshwater withdrawal as a share of available freshwater resources, and the page shows the indicator in the development section. The watershed project is best understood against this pressure, since it is directed at irrigation water, soil and farm output. This is an analytical reading, not a fact. Analysis16158164

Media and development

Media and development

A media landscape that is diverse for the size of the country, where public media lead audiences and employ most journalists according to RSF, a press freedom ranking that fell in 2026 compared with 2025, and wide internet and mobile access.979899100103

Media and editorial perspectives

The media landscape

The media landscape

Reporters Without Borders (RSF) counts five TV channels, including the state-owned TCV, the most popular, three privately owned channels and a Portuguese channel aimed at Portuguese-speaking African countries, more than 20 radio stations, the state-owned RCV having the most listeners, and a state-owned news agency, two privately owned newspapers and about five news sites. 99100101

Public broadcasting and the news agency

The website of Radiotelevisão Caboverdiana (RTC) lists the TCV channel and the RCV and RCV+ radio services. The Inforpress agency describes itself as the only news agency in the country, with thirty years of experience. RSF notes that the archipelago's geography makes dissemination difficult throughout all ten islands. 108115130

Appointment of public media heads

RSF states that the government appointed the heads of Radiotelevisão Caboverdiana (RTC) until 2019 and that an independent council now appoints them, but it considers that in practice the council's decisions coincide with what the government wants. 102

Who works in the media

RSF states that state-owned media employ more than 70% of the country's journalists and that around 70% of news media employees are women. 103107

Reading: public media and their audience

The media landscape is diverse for the size of the country, but public media lead audiences and employ most journalists. Because internet use is widespread, digital platforms matter alongside public media. Anyone wishing to reach the Cabo Verdean public needs a mix of public media and digital platforms, taking into account the difficulty of dissemination across all ten islands that RSF notes. This is an analytical reading, not a fact. Analysis99100103108109

Law and freedom

International press freedom ranking

Cabo Verde ranked 40th out of 180 in RSF's 2026 press freedom index with a score of 71.98, after ranking 30th with a score of 74.98 in 2025. 97

The legal framework

RSF states that the constitution and laws facilitate media work and that a law safeguards the confidentiality of journalists' sources, but a provision of the code of criminal procedure adopted in 2005 was used in January 2022 to bring charges against three journalists and a privately owned media outlet. 104105

Journalists' safety

RSF states that since democracy was established in 1991 no journalist has been detained, abducted, placed under surveillance or followed in connection with their work. 106

Connectivity

Internet, mobile and social platforms

According to DataReportal, 388 thousand people used the internet at the end of 2025, a penetration of 73.5%, active mobile connections reached 601 thousand, equal to 114% of the population, and social media user identities numbered 263 thousand, equal to 49.8% of the population. Estimate109110111

Mobile telephony

There were 111.8 mobile cellular subscriptions per 100 people in 2024, according to World Bank indicators. Estimate149

Fixed broadband

There were 8.3 fixed broadband subscriptions per 100 people in 2024, according to World Bank indicators. Estimate163

A Small Island Developing State

The United Nations in Cabo Verde describes the country as a Small Island Developing State that works with its partners to reduce vulnerabilities, build resilience to climate change and reduce the cost of energy, water and transport. The cooperation framework between the United Nations and the country covers 2023 to 2027. 9495

Cost of living: gas

The Government said in October 2026 that the butane gas price would have risen 19.18% without its intervention, and that it decided to absorb 70% of the price differential through the public mitigation mechanism, limiting the rise borne by consumers to 5.73%. Announced606162

Reading: the archipelago's needs

The documented needs converge on three points: limited water, exposure to the price of imported energy, and weak links between the islands that raise transport costs. The room for public response is narrow because debt service absorbs a large share of revenues. The needs here therefore look as much a matter of cost and organisation as of financing. This is an analytical reading, not a fact. Analysis19455095158

It was enriched on 8 October 2026 with sections on society, culture, economy, institutions, the relationship with the Kingdom, media and development. It has not yet had a human language review.

The page contains no national census figures, policy rates, or statement of the currency and its official exchange rate, because no readable trusted source is available for them. The economic and social figures rest on the World Bank and its indicators and on Government pages.

The official Presidency pages dated October 2026 present an interim President of the Republic, while an undated page on the Government website presents José Maria Neves as President of the Republic. A media source explains this by the suspension of the exercise of his functions during his candidacy in the presidential election; the page does not adopt this explanation as an official statement.
